The national surveys demonstrated that public library service managers are not yet comfortable in the world of assessing impact.

Many public library services are still apparently muddling the successful completion of activities with the impact that these activities (or services) may or may not have had. From the perspective of our project, these results confirm the need for more work in this area but they are also slightly depressing in showing just how much more work is needed to make real progress. We hope that these Guidance Materials will help to support progress in this area.
