D: 'School Library Services: from Survival to Growth?'

Schools library services have been in the front line of Government moves to create market conditions for schools. How have they coped in the local authority market place? Will they survive the impact of the new Fair Funding financial regime? And what do they need to do to ensure not only survival but continuing adaptation to a world of constant change? These are some of the key questions addressed in this report of the national research project conducted last year with the active support of Ascel in the run up to Fair Funding.

The work was carried out through case study visits supplemented and management reviews, a national questionnaire survey (which achieved a 90% response rate) and various seminars and workshops. Issues addressed in the report cover budget setting, strategic positioning of the service, partnerships and professional development, as well as how to operate in a commercial environment. Various success factors are assessed by service managers and by heads, directors of education and advisers.
