C: 'Rediscovering Reading: Public Libraries and the National Year of Reading'

The National Year of Reading ran from September 1998 to August 1999 and Public Library Services took a major role in most places. This evaluation was jointly commissioned by the LIC and the National Literacy Trust.

The Year was judged an outstanding success overall: libraries did well in mounting and delivering local programmes as well as in building and strengthening alliances. They did less well in targeting socially excluded groups and in assembling evidence about the impact of campaigns; some of the unitary authorities appeared to be struggling overall. Several people saw the Year as an opportunity to "reclaim reading as an activity"; others saw its strength in motivating library staff, or in enhancing their campaigning strategies. Sets of conclusions and recommendations for actions are offered.
