The approach set out below is a sequential model.

we have shown in our research that working through these stages can help library managers to make better sense of Best Value and to use it more effectively for service development

the process has also helped managers to create appropriate impact indicators and targets anchored in what they are trying to achieve. Some library service managers started the process feeling that impact was too big and amorphous to address but realised that they could 'get a handle' on it at key points by carefully relating impact indicators to aims

the process should help to achieve a balance between the necessary service output and process indicators and targets on the one hand and impact and achievement indicators and targets on the other.
